I often get questions around setup and licensing of BIM 360 Team and C4R. So let's briefly go through the setup of both.

To start off, C4R is Autodesk's new addition to workshared workflows. Rather than saving data on a local shared drive or Revit Server, we're now storing our central file in the cloud (on BIM 360 Team). So logically, if I have access to C4R, I immediately have access to BIM 360 Team. In other words: every entitlement to C4R comes with an entitlement to BIM 360 Team. So when do you need a C4R entitlement and when do you only need the BIM 360 Team entitlement? Well, every designer participating in the revit workflow itself, using a central file in the cloud, needs a C4R entitlement. Anyone who just needs access to the file to view and markup, only needs the BIM 360 Team entitlement. Simply put: if you're using Revit, then you'll need C4R, if you use the webinterface to consult, then a BIM 360 team entitlement is what you're looking for.
